This is a stupa. These things are everywhere in Nepal. If I'm not mistaken, they are pretty much directly related to Tibetan Buddhism. There are lots of prayer flags around and all that nice stuff. The eyes are called Buddha Eyes, and they are also everywhere.. always watching. From stupas, hilltops, temples, and embroidered wallets.
